سورة At-Taubah ( The Repentance ) - English - Wahiduddin Khan - الآية 45 عدد الآيات 129

إِنَّمَا يَسْتَـْٔذِنُكَ ٱلَّذِينَ لَا يُؤْمِنُونَ بِٱللَّهِ وَٱلْيَوْمِ ٱلْءَاخِرِ وَٱرْتَابَتْ قُلُوبُهُمْ فَهُمْ فِى رَيْبِهِمْ يَتَرَدَّدُونَ ﴿٤٥﴾

only those seek exemption who do not truly believe in God and the Last Day, and whose hearts have become a prey to doubt. Because they doubt, they waver.
