سورة Al-An'am ( The Cattle ) - English - Rowwad Translation Center - الآية 123 عدد الآيات 165

وَكَذَٰلِكَ جَعَلْنَا فِى كُلِّ قَرْيَةٍ أَكَٰبِرَ مُجْرِمِيهَا لِيَمْكُرُوا۟ فِيهَا ۖ وَمَا يَمْكُرُونَ إِلَّا بِأَنفُسِهِمْ وَمَا يَشْعُرُونَ ﴿١٢٣﴾

Thus We have placed in every city the most wicked ones to conspire in it, yet they only conspire against themselves, without even realizing it.
