وَكَانَ فِى ٱلْمَدِينَةِ تِسْعَةُ رَهْطٍۢ يُفْسِدُونَ فِى ٱلْأَرْضِ وَلَا يُصْلِحُونَ ﴿٤٨﴾

There were nine men in the city who used to spread corruption in the land without doing anything good.
