سورة At-Taubah ( The Repentance ) - English - Qaribullah & Darwish - الآية 106 عدد الآيات 129

وَءَاخَرُونَ مُرْجَوْنَ لِأَمْرِ ٱللَّهِ إِمَّا يُعَذِّبُهُمْ وَإِمَّا يَتُوبُ عَلَيْهِمْ ۗ وَٱللَّهُ عَلِيمٌ حَكِيمٌۭ ﴿١٠٦﴾

There are others who must wait for the Commandment of Allah. He will either punish or turn towards them. And Allah is Knowing, Wise.
