سورة At-Taubah ( The Repentance ) - English - Talal Itani - الآية 45 عدد الآيات 129

إِنَّمَا يَسْتَـْٔذِنُكَ ٱلَّذِينَ لَا يُؤْمِنُونَ بِٱللَّهِ وَٱلْيَوْمِ ٱلْءَاخِرِ وَٱرْتَابَتْ قُلُوبُهُمْ فَهُمْ فِى رَيْبِهِمْ يَتَرَدَّدُونَ ﴿٤٥﴾

Only those who do not believe in God and the Last Day ask you for exemption. Their hearts are full of doubts, so they waver in their doubts.
